Continually ignoring technical issues

We lose internet and telephones during every rain storm. We have complained during every rain storm. Call centre keeps ignoring the rain aspect of the complaint and only tests AFTER rain. They then tell us every time there is no problem and that they will close the ticket. We cannot get the technicians to come and fix the problem and every time we re- open the ticket they conveniently forget that we are addressing a problem that occurs during rain. This has been going on for a month and has taken many emails and phone calls with no resolution.
