Cancellation mistake, and speed reduction

We requested that Neotel cancel our wireless account at the end of the month. Without any confirmation of our request or prior communication, they cancelled it on the 16th. When I contacted them they claimed to have had phoned our contact number several times to no avail, whilst the phone in question is used for business and working properly. Whilst on the phone I asked the agent to review our cancellation email and he confirmed that they had made a mistake and that we had requested service to be cancelled at the end of the month. He agreed that they will reactivate the account. Later on we received an email from the agent claiming that our contract was a promotion that no longer existed and they could not reconnect us at the contracted speed (4mbps was bumped down to 2mbps). I phoned the agent again and after airing my grievances he again agreed that they would correct the mistake. To this point we are still on a 2mbps line.

And the story doesn't end there. In reactivating our account we were charged for a new account. Not only that but the antenna and hub were collected on Monday. (The disconnection and collection date was supposed to be the 31st.) The technician organized for 11:30, then phoned at 10:30 asking me where I was... He didn't offer his name.
Short of actually being spiteful, I don't see how Neotel can't just do a decent job.
