Bad service delivery

<p>I pay for a 1mbp broadband line and my speed I get is 0.19mbps. I've called twice wasted 30min of my cell trying to fix it then told there are too many people using the Internet in my area. 8 do online tutoring for work and I can't get on to teach my students. This is my livelihood. Please help </p>
