Why do we always have to complain to get a response?

<p>A month ago I tried for the 3rd time to make an application for a fixed interest rates on my bond. I heard nothing then last week I was called and told my application is with credit I then received an sms telling me that my firm was not complete even though the consultant I dealt with said I only had to fill out certain sections. I emailed yesterday but no response. </p>
