Vehicle certificate

Y is it difficult to get a vehicle certificate of the deceased.i went to the branch several times to get help but they just gave me a certain number to call,after I get an email to sent the deceased s documents.i dd sent the documents,it's been 2 months now still waiting.no response nothing.I want to do change of ownership as soon as possible
