they didnt keep thier promise

I went to get a chip card after receiving the sms to wonder park branch, later I tried to withdraw and the card didn't work I went to pta north as it was the closest branch,they said the card is fine the problem was the system, they forced me to withdraw inside and said they will refund me the charged amount, today thy didn't call no refund,my card is still not working, I'm a loyal client, where do I get the time for this ups,n downs,i want my money back and a working card
