So ive had an account with them for a long time

So ive had an account with them for a long time. I lost my card in 2020. I then went to the City View branch to do a new one. I was told that the system could not issue a new card i had to wait for a month which i did. I have been in and out of different branches to obtain the card with no success. Either the system or they are escalating to IT or they will find someone in management to overide systems....it been 3 year and finaly i decided to move my salary to a different bank. And now i want to close the account. They cant because i have to pay 108 charge first and then they can. My issue is it was not.my fault i moved away they couldnt issue a card. I dont want any further charges charges accumulating on this. I need someone to stop charges on this account.
