REQUESTED A SETTLEMENT LETTER BUT NO RESPONSE TO DATE

I requested a settlement letter for my credit card account, to date , I still haven't received anything. I go into the branch, stood in a queue for almost 1 hour, and then get told me systems are offline. CAN SOMEONE PLEASE ASSIST ME WITH A SETTLEMENT LETTER, SO I CAN PAY OFF THIS CARD AND CLOSE IT.
