new card declined. called call center, still waiting for feedback

new card did not work at vendor. I called this morning, was on the call for 20mins. still waiting for feedback. Was told there is a limit for tapping, if you exceed it, you will need to enter your pin. Did that and still declined. Machine did not ask for card to be inserted or swiped. just declined after pin was entered. Also still waiting on proof of refund for the ghost card on my account and also where to find the limits along with my statement every month without me having to call for it.
