NEDBANK JUBILLE MALL Customer service

I went to Nedbank Hammanskraal Jubilee mall arrived at 9h00to open a Social Club account ,there where only two Bankers at their work stations and we where advised by the by one of the employees (who was not wearing a name tag) that they can only open 4 Social clubs per day because it takes 3 hours .We where further more instructed to make an appointment.The sales bankers kept on coming to the queue to ask what customers are here to do and when they say they are here to open social accounts she went back to her seat and fiddled with the computer . I asked if this rule applies to all the Nedbanks she said no we looking at the area?shock of my life . So our service is compromised because of the area?
