Nedbank forcing customers to queue outside the doors

I attempted to enter the Nedbank branch at The Grove mall, Pretoria east, today (22 Feb 2021). There was a queue of people that was stretching for at least 50 metres - snaking far past the entire length of the bank and stretching past adjacent shops. At the very same moment (as I was walking past them) I saw the entrances of the Standard Bank (right next to Nedbank) and Absa bank (which is at any time a much busier bank with many more customers than Nedbank). These two banks had absolutely NO customers waiting outside their doors to get into them. Literally not one. Both Absa and SB had inside more customers at that moment than the virtually empty Nedbank branch. What is going on with Nedbank? Old and frail people were waiting in that inexplicable queue. There was a self-important man holding a spray-can actively making people wait in that queue. Every now and then he would peer through the glass and then allow one person to enter the bank (after spraying their hands and the handles of both doors to the point of dripping!)

Does Nedbank know something the other banks don't, or is this a display of willful ignorance and uninformed sucking up to government over-regulation? Why is this not done at the other banks? Why must Nedbank's clients be punished in this manner? Keeping in mind that the same people trying to enter their bank just filled a taxi to 100%+ capacity - this is *******!
