Manager sucks

I am an ex employee, who happens to be in a edge of getting another job, I have done and submitted all requirements to my agency, the only thing standing in my way is my certificate of service, I went to eyethu mall nedbank branch, luckily to find my ex manager who is suppose to help me with this as his authority is required, according to him and Hr, the branch manager is manamolela mo***eng, he made me wait for 3 days and said he didn't have time so I must come back following week on Tuesday 01st December 2020, I have informed those who are waiting for my service certificate, now when I arrived at the branch he is not there and all around branches, why did he gave me such a long rope when he is the one who made me resign and lose my job due to pregnancy complications, is this a personal or Bussiness treatment issue or is he making me to lose this on purpose like before, I am unemployed and have kids and now I have to lose my promising job because of him. Kindly assist me. ***
