Is R100 too much for a bank?

I did a cash send of R100 on 23 September 2019 but recipient didn't withdraw it. The money usually gets returned after 48hours and I didnt get it.

On 19 October I enquired about the reversal and was told it will be done in 4 days. Further follow ups were on 28 October, 03 November, 06 November and today. They keep telling me they are escalating.

Being with a bank for do long with 3 accounts and I get the run around for a measly R100
