Invalid bank Charges

Ok so to make a long story short, I app**** for a Nedbank Cheque account and was provisionally approved, provided I present a valid id document. So I went to Nedbank with my id and was told that my id needed to be replaced (its old from wear and tear) and they would not be able to assist me with opening my account until I came with a valid id or drivers license. I also did not get my bank card either, which I understood. Fast forward 1 month later and I get billed R81?? Huh, for what? My account was not even approved as my id was invalid. Please explain to me what this charge is for if I have not even started banking with you guys. I dont have an account number or bank card.
