Inefficiency in banking systems

I took out a investment policy called the Dream Maker in 2010 and it has been quite helpful. This year in July as I was trying to withdraw all funds from the policy there were delays in processing the funds into my daughter's account due to inefficiency in the administration of documents and it was quite frustrating and ultimately the funds were paid into her account after resubmission of relevant documents.
