IMPOSSIBLE TO GET TO THE "RIGHT" PERSON

Spent 20 minutes on the phone trying to get to a senior authoritative person in GLOBAL and still haven't been able to. I was told that BISHOP WATKINS is the top guy - his phone is out of order.
