Impossible to get a paid up letter

Why is it so hard to get a paid up letter from the bank. I have been battling for 3 months. Your call centre puts me on hold for 30 minutes before dropping the call. No one replies to emails sent. Why should a process like this take so long. Can someone call me on ***.
