Global department has not released my funds

Global department has not released my funds and they keep making promised. I called again this morning and I am told there is no one there to assist me because they could be running late. my yesterday's reference number is ***4 for call I logged and I was promised heaven and earth and nothing has happened

I received this "You've received an incoming international payment in your account with the following Reference number: IP***2C05823 "

now what is the delay ???????
