Funds withdrwan

My dad passed away in 2002 and his accounts were with Nedbank including an investment account of over a million. My dad had a Will and choose Absa as an executor but to our surprise Nedbank has released my dads funds to a family member with our knowledge and they notified Absa.

How can such a big Bank not follow process and compliance.
