Forex exchange not done during lockdown after i queued for more than 2 hours

I went to our local branch bin Klerksdorp Buffelsdoorn Road to change my Dollars for Rands and was queuing outside as everyone wanted to get into the bank to fo business. Was met by a friendly employee of Nedbank outside and told him i want to do Forex exchange and he advised me to wait in the queue to go inside where they will help me. Fast forward 2 hours in the sun and some people not wearing mask as was required in Level 4 of Covid-19, it was finally my turn to go into the bank. I was then screened and sanitised and then told inside the bank that they do not do Forex exchange during lockdown. Clearly no-one is on the same page. Why dont they have Forex exchange but other banks have. Those banks also don't want to help me because i am not a client with them and the commission is an issue.. so once again it is over money that they don't want to help clients. Please can someone give me clarification on why i can't be helped?
