Early repayment on investment

Why is it that when my Mom want to access her funds from 32 days notice investment by early repayment. She is told to go to the branch she opened the account at. What if she relocate. Does she have to fly to Pretoria to access her funds. This is very disappointing. The bank imposes a penalty so why the issue. Bad service.
