Does it take a year to get a new card ??

I have been at 2 different branches in the last year to get this resolved. About a month and a half back I started getting problems with swiping my card as the card is used everyday. I went to the branch in clearwater mall in Roodepoort. I was told that there is a IT problem and that it would be resolved within a week or so and that they would keep me up to date. After 2 weeks I went back and the employee at the ticket desk assisted me by explaining that when the account was moved from a student to savy plus account they never received a proof of address and Id copy, and that that was all that was needed for the process to continue. Delighted that it was this easy I went and provided a copy of my ID and proof of residence. I was told by Eileen that I should have the card within 3 working days, and that they will stay in contact with me. I waited 2 weeks after there was no response. Now i am being told that it is a IT problem and that they will have to change my account if they cannot fix it and that I will have to pay. NO service and NO response. They make branches stay open longer but with this service you might as well close it completely.
