Delay in obtaining my banking card

I had to cancel my banking card due to a ********** transaction and had to apply for a new card. I was advized it would take 3 to 5 working days and I would receive an sms..Well more than 10 days later I have still not received an sms and went into the bank to find out what the delay is due too..They could not tell me..If I had to take a temporary card I would be charged and I was already charged for a reissue of my banking card as well...I am unable to make any transactions especially at this time of year, very inconvenient as I have had to make transactions using my credit card! This is totally unacceptable!!
