"Dazobase debit orders" by SA payment exchange

I am having a hard time understanding how debit orders are authorized by our banks. There is a Company called "SA payment exchange" that was given the go ahead to start deducting money from my account. It's disappointing to think that the banks should protect us from these thirsty company from deducting money from our accounts but instead are authorized and we must run around trying to get money that should've never left our accounts in the first place. Deductions where made for R97 , from December 2017, which I did not get an sms notification for because they are under R100. I only noticed after few deductions, only 4 of which could be reversed, what about the remaining debits orders? Do i just loose my money? Who must protect us though?
