Credit card application

I did an online application for a credit card on the 3rd or 4th of June then on the 14 of June received an sms that I have been pre approved and should send docs which I did the same day. A few days after that I received a call for details confirmation. Since that I haven't received any calls or sms nothing as to what I need to do or what's the next step, I'm the one that has been calling to find out and everytime I'm told to wait for a call for card delivery which I haven't received. I didnt know that applying for a credit card will takes 3 weeks. I need feedback if I will receive the card and when or do I need to apply somewhere else.
