Confused

Ok Nedbank what is really going on? I opened a 32 notice acc with u guys and was told that should i need pprtion of the money earlier than 32 days i can come put in a notice and will be charged some penalty fee now i need some of the money however im told that i cannot have it as the reason i need it is not enough for them to released the funds i need the funds for 20 Sept and if u guys cannot do as promised i will have to request for closure on all my acc with u coz u cant tell me one thing and then do another
