Collusion with Developers regarding building loans

My building contract with my property developer, which Nedbank was financing, expired three months ago but Nedbank still insists that i get a termination letter from the developer who failed to finish my house before I can receive the balance of the money to finish off my house myself. Why do I need a termination letter for a contract that has expired? <br> This means that i am forced to continue with the current useless developer who refuses to give me the termination letter and yet has failed to complete my house.
