Claim approved then later rejected by Nedbank

I put in a claim on the 1 November 2016 to have my ceiling & roof repaired after a storm on the 25 October 2016. Nedbank sent through an assessor. The assessor came through on the 2nd November advised Nedbank that should the claim be approved, I should fix the roof as the roof was damaged by a hailstorm that happened in 2013 and they will fix the ceiling on 2 bedrooms & bathroom. Nedbank contacted me that I must pay R1000 excess but I must first fix the roof, I asked why should I fix the roof if it should be covered in the insurance & they then advised that according to the policy document, I must service the roof twice a year & I requested the document. The document does not say that, it just says that the roof should be maintained regularly & I only moved in last year September 2015. I advised that regularly could mean anything from everyday, every month, every year, every second year etc.. Why am I only seeing the leakage now "after the storm on 25 October2016" though it has been raining since I moved in September 2015?. They then sent a second assessor & he came through on the 10th November the assessor advised that the whole ceiling "3 bedrooms, bathroom, toilet, kitchen" needs to be replaced. I then contacted Nedbank on the 15th November 2016 since it has been raining regularly & the leakage is just continuing, only for them to tell me that the claim has been rejected. Why is the claim only being rejected when the quotation from the 2nd assessor is higher? Why is that they are only seeing the faults now after a year, but when I bought the house & they approved the application, they sent through an assessor to check if the house corresponds with the price asked.
