CHARGING customer decline fees when here system is down

Please Refund my 3x insufficient fund charges, there was a glitch on your at 230am on the 25TH of January. Your system was down on I had funds on my account on the 4th try the card worked. If you not gonna credit the charges close my account with immediate effect
