Calls are not being answered

Are there people working on this legal department, the number I have calling which no one answers is ***. This is so frustrating, this is the 3rd day calling, I wait more than 30 minutes for each call I make and no answer, no option to at least choose, or something. All I hear is 'Our consultants are currently busy, we apolologise for the delay'. Right now it sounds like a goverment department. I understand my account is with legal, how do I reach them to make a payment arrangement. Someone please get back to me.
