Bad service and lies

My bank card expired at the end of last month, two months before I was contacted and I arranged a face-to-face delivery of my card, now despite 4 phone calls to my personal banker and a complaint on the website. I am still no closer to receiving my card. They just tell lies about not being able to contact me when I have the phone with me every minute of the day
