Bad service

I settled my car over a month ago anf paid to have proof of ownership shipped to hatfield branch PTA the person sent it to hillcrest branch in KZN they promised to re-route the documents to me i am still waiting and the time they promised has long passed i am starting to believe there is a problem with the documents why are they holding on to them
