Account Settled but ITC still is negative

I had a student credit card with Nedbank and i owed R660 then i paid the full amount on the 27 January 2015 and then i was told i must pay R250 attorney fees so that my ITC can be cleared. I paid the money there after there was no communication, the disappointing part is that before i paid the attorney fees they were in contact but after the payment they went dead quiet and my ITC is still negative. Is that fair? :(
