12 Years of Bothering me with calls from an account I don't own but my number is attached to.

Horrible customers service for someone who isn't even a customer my cell number has been linked to someone's accoung for the past 12 Years and no matter what steps i take or are recommended by me no action seems to be taken to tackle the issue at hand remove my Cell Number from the account it's linked to. No compensation of any kind has even been offered for 12 Years of non stop annoyance regarding sms' and carrots calls retarding a variety of services to the owner of the account which is not my cell number.
