Debt review not working

I had subscribed to the National Debt Counselors in May 2017, cause i m unable to pay all my accounts now. I was told that i will pay R9 500 I agree but in the process of paying i got a call from where i have accounts, they are complaining that i am not paying my accounts. The problems persisted until Sept 2017, one my accounts was pulled out from debt counselors because they are paying too low, than the agreed amount.
