A mostly pointless organisation

I had a complaint about a travel agent in direct conflict of a section of the CPA. The NCC basically told me that they don't get involved in disputes between consumers and service providers / retailers. I find this baffling. If the NCC's job isn't to enforce the CPA, then what do they do exactly? This leaves me with no recourse, as the mandate given to the NCC is to enforce the CPA, and the travel agent is not a member of ASATA. The travel agent therefore simply laughed off my dealings with them directly and stole R5000 of my money. I don't really feel like a protected consumer. So much for the CPA.
