3rd Party Claim

I received feedback from my 3rd party that after he submitted 3 quotes Naked advised him that they will only pay 50% of the lowest quote! Why is that and who will be paying the difference !? I would expect that Naked fix the card themselves or pay the party the full amount based on the lowest quote!
