No Nr plate after 5 weeks. Also promises broken

I bought a vehicle from these unprofessional people about 5 weeks ago. I told them the sale is on 2 conditions, 1 I want the car delivered with my custom nr plates and 2 I want Bluetooth fitted. When the deal was 99% complete they informed me that they cannot add Bluetooth to the car as the deal is financially to tight. They did not give me a cent discount on the car, yet they could not add Bluetooth for R2000? They also promised me my nr plates, but everyday I call I get the same lame excuses. Everyday they will sort it out today. The manager is also a rude person with an bad attitude that should not be allowed to work with the public. My car also picked up 2 problems which they promised to fix. The car has already been to them once and their so called mechanics fixed the problem. The problems wasn't fixed and is promised to be fixed when I bring my car for nr plates. Don't buy from these people. They are typically money driven and don't give a hoot about the customer.
