Car Paper Needed

Last year December 24th I purchased a car from Myya auto in bellvile but I still haven't received the papers for it. They keep telling me there's a problem with the original owner who is refusing to hand over the papers to them, after I agreed to buy the car it emerged that they haven't got the papers but they promised me they will sort it out after the December holidays because the traffic department was closed. They need to still pay the previous owners car licence as it is expired before I can get the car in my name.please sort this out for me as soon as possible.also I need to roadworthy the car too as I cannot do it without the ownership papers all I got is a receipt.
