Selling testers

I paid full retail price for a bottle of perfume, only to receive a bottle that says "Tester, not for resale". This was supposed to be a gift for a friend. How do I gift a perfume that says Tester on it? I find it totally ********* that they can sell testers, and even charge exorbitant fees for it.
