worst ISP

Why is this ISP allowed to operate when it doesn't want to speak to anyone? They just take money, and you have no way of speaking to someone or getting the money back due to no service or installation. They deducted money for activation, but sent messages stating I owe money, but my bank statement says it was taken. i can't speak to anyone because only robots work there and won't help.
