Useless Internet Download speed from MWEB

I have an 2mb uncapped line with mweb, the speed is very bad. If I do a speed test i get 0.8mb/s and if i try download ANYTHING i get 10kbps for a while then it dies completely. When I log into my account it shows unthrottled. How is this not a breach in contract from mweb side? I pay for internet and this is what I get? Sure they will now tell me that the intenet speed is dependent on the area and the relevant congestion, that there might be a problem on my line, oh let us refresh your port....bla bla bla
