Unreliable

I’m so tired of struggling with internet connectivity I didn’t complain about it much it’s becimingvcrazt now I pay for a 4mb line but it is always on 1.9 to 2 yet I pay so much money every month and I pay on time last time I was ad used to get new router which I did turns out it wasn’t the router so is this fair did speed test reached 3.1the moment I hung up it was back to 1.9
