Poor network speed and bad customer service

I have been receiving the following internet speed for the past 9 days!! Download: 0.36Mbps Upload: 7.83Mbps

I'm paying for 10mb download and upload speed. When I do the speed test I make sure it's only 1 device that is connected to the wifi. I was given a reference number (Mweb ***3) but still no one contacted me. Your service is disappointing and costing me more for nothing!!!!
