Penalty for cancellation in cooling-off period

I app**** for a 12-month uncapped ADSL contract. In two days of use I realized that the line speed is unacceptable. The technical department informed me that the speed is regulated based on the type of traffic. As this is not acceptable for my purposes I requested my contract to be cancelled and that I am placed on a 50Gb month-to-month contract. The cancellation request was placed two days after the initial agreement, which is within the 5 days automatic cooling-off period as prescribed by The Consumer Protection Act 68 of 2008. <br> <br> MWEB now wants to apply penalties for me cancelling the contract withing in the cooling-off period. This is *******.<br> <br> Please resolve this issue or alternatively state, with reference to facts like dates and law, why penalties should apply.
