Penalty fees for a person that passed away

Very bad service my sister passed away and they want me to penalty fees over R2300 that is absolutely pathetic I’m so disappointed while grieving they make this process so much more difficult and no one ever gives the correct info or calls you back. I will not be accepting any penalties regarding this account
