Passing buck for no service

MWeb has always been my ISP. In Jun 14 they persuaded me to move my data to them too - to have a one-stop service with only ONE provider. Ever since then my service has been a disaster (admittedly not BECAUSE of the move, but Telkom is no longer interested in my case).
The data speed has got slower and slower: to the point of being totally unusable other than text based services. I was and am paying for 4Mbps but I was typically getting just over 1 but then with a rapid deterioration. Eg, if one wanted to watch a short Facebook video it would hang after about 5 sec.
I have spent so many hours complaining it has literally amounted to days.
Eventually it was put down to Telkom exchange congestion. In about Aug 15 I was told that Telkom was upgrading their exchange to the latest technology. I have waited patiently for that to happen. It was completed a month ago. Now I have ABSOLUTELY NO SERVICE. Often I can't even attach to the network. I can't even use it for text. I typically can't even complete a speed test (that starts off at 0.02!). And now MWEB'S ESCALATIONS DEPT TOTALLY IGNORES ME. The only thing they do efficiently is take my money each month. Surely that is theft?
