NON-Existing internet connection and over payment

I have been with MWEB for a few years, but lately we cannot even connect to the internet. We have been paying R666.31 monthly for a 4 Mbps uncapped line, month-to-month contract (which I saw today costs only R219) We struggle to open anything on our pc's. My speedtest gives a 0.1 download and 0.4 upload. We have never had proper 4Mbps download speed (since the beginning), we need to call them to reset our router often. Why are we paying for a service we do not get?????????????
