No service from the service provider.

Placed a order online. The service provider just arrive at my premises without notice or pre arranging. 3weeks later and my internet still not working. I start work tommorrow and email the service provider with no luck. my internet still not working. The mweb app cant log a query....??????? Is this the service i can expect from mweb and my line is not even active yet?
