No refund yet

I cancelled with Mweb at the end of January 2019 and paid a penalty fee mid January and the fee was adjusted according to the latest statement. I was promised a refund which should of been paid 5 days after I cancelled. I am still waiting 2-3weeks down the line? When am I receiving this refund?
